Impact of school quality on child labor and school attendance: the case of CONAFE Compensatory Education Program in Mexico

چکیده
This paper focuses on the impact that two different types of policy interventions, namely enhancing school quality and contingent cash transfers , have on child labour and school attendance in Mexico. While there are many studies on the impact of Oportunidades on schooling outcomes, little evidence is available on whether school quality programs such as CONAFE also reduce child labour and help keep children in school. To carry out the analysis, we merge the Oportunidades panel dataset for the years 1997 to 2000 to the CONAFE dataset containing detailed information on the school quality program components. The econometric strategy involves a bivariate probit model for child labor and schooling, both for primary school aged children and adolescents. In this way, we are able to control whether the impact of the program on schooling differs according to the age of the targeted child. Our findings suggest that school quality programs are not only effective in increasing school attendance, but also act as deterrents to child labor, especially for children of secondary school age. As part of broader efforts towards durable solutions to child labour, the International Labour Organisation (ILO), UNICEF and the World Bank initiated the joint interagency research project “Understanding Children’s Work”, in December 2000. The UCW Project is guided by the Oslo Agenda for Action, which laid out the priorities for the international community to fight against child labour. Through a variety of data collection, research and assessment activities, the UCW project is directed towards improving understanding of child labour, its causes and effects, how it can be measured, and effective policies addressing it. This paper we examine intra-household gender differences and the incidence of child labor and children’s school attendance in Brazil to test whether the unitary model of household allocations is suitable in the child labor context. We begin by building an intra-household allocation model where fathers and mothers may affect the education investment and the child labor participation of their son...
متن کاملThe effect of public employment on children’s work and school attendance: evidence from a social protection program in Argentina
I assess the short-term impact of a public employment program on child labor and school attendance in Argentina. Public employment increases opportunities for adults outside the household, and may correspondingly raise the returns to children’s productive activities at home. The effect of public employment on school attendance may thus be small. However, I find that the program substantially in...
متن کاملParental health shocks, child labor and educational outcomes: Evidence from Tanzania.
This paper examines the impact of parental illness on children's education. We find that only father's illness decreases children's school attendance. Father's illness also has long-term impacts on child education, as it decreases children's likelihood of completing primary school and leads to fewer years of schooling. However, we find no evidence that father's illness affects schooling through...
